Truy cập Mở ở Đức

Môi trường nghiên cứu quốc gia
Rất ít các quốc gia chào bức tranh giáo dục đại học đa dạng như Đức: Đức hiện có 347 cơ sở Giáo dục Đại học và hơn 250 cơ sở nghiên cứu nhà nước. Hầu hết các cơ sở giáo dục đại học được cấp vốn nhà nước (238), nhưng cũng có số lượng lớn các trường đại học tư thường chỉ đóng vai trò thứ yếu nhưng ngày càng giành được tầm quan trọng. Những thay đổi chính hiện hành đang diễn ra trong giáo dục đại học của Đức: Chính phủ Liên bang và các bang của liên bang đã khởi xướng Sáng kiến Xuất sắc để thúc đẩy sự cạnh tranh giữa các trường đại học. Số lượng lớn các ý tưởng và dự án mới đã được hiện thực hóa như là kết quả của Sáng kiến Xuất sắc đó. Hơn nữa, Bộ Giáo dục và Nghiên cứu Liên bang (BMBF) đã ban hành Chiến lược Truy cập Mở của nó với tiêu đề “Truy cập Mở ở Đức” (Open Access in Germany) vào ngày 20/09/2016 với cam kết rõ ràng với các nguyên tắc truy cập mở và khoa học mở.
Các cơ sở quan trọng trong bức tranh nghiên cứu của Đức cũng là các cơ sở nghiên cứu lớn như Max Planck Society, the Helmholtz Association, the Fraunhofer Gesellschaft và the Leibniz Association. Các tổ chức nghiên cứu và các nhà cấp vốn của Đức hỗ trợ tích cực cho các sáng kiến và các dự án truy cập mở (OA).
Các nhà cấp vốn nghiên cứu chính
Nhà cấp vốn nghiên cứu chính ở Đức là Deutsche Forschungsgemeinschaft (DFG), nó đã gắn truy cập mở vào chính sách cấp vốn của nó: “Khi tham gia trong các hợp đồng xuất bản, các nhà khoa học đang tham gia vào các dự án được DFG cấp vốn nên, càng xa càng tốt, vĩnh viễn giữ lại quyền không độc quyền khai thác xuất bản phẩm điện tử các kết quả nghiên cứu của họ vì mục đích truy cập mở. Ở đây, các giai đoạn trễ đặc thù theo nguyên tắc thường là từ 6 tháng tới 12 tháng có thể được tán thành, trước thời hạn đó xuất bản các kết quả nghiên cứu được xuất bản trước đó trong các kho lưu trữ điện tử đặc thù chủ đề hoặc của cơ sở có thể bị cấm”. Các nhà cấp vốn khác như Quỹ Volkswagen(VolkswagenStiftung) hỗ trợ xuất bản truy cập mở theo các điều khoản tài chính (xem tổng quan trên open-access.net). Bên cạnh nghiên cứu được cấp vốn quốc gia, các dự án nghiên cứu của châu Âu đang giành được ngày càng nhiều hơn tầm quan trọng trong những năm gần đây.
Truy cập mở và các kho
Trong môi trường liên bang Đức, sự cạnh tranh mạnh mẽ giữa các trường đại học và các cơ sở nghiên cứu đang khuyến khích - và cả thách thức nữa - sự phát triển các chiến lược xuất bản Truy cập Mở và các kho số Truy cập Mở. Hiện tại, chưa có chỉ thị về Truy cập Mở (so với ROARMAP), nhưng vài tuyên bố về OA của các trường đại học và các cơ sở/tổ chức nghiên cứu của Đức là đã có. Tuyên bố nổi bật nhất đang được sử dụng là “Tuyên bố Berlin về Truy cập Mở tới Tri thức trong các Khoa học và Nhân văn” (“Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities”), được khoảng 250 cơ sở/tổ chức nghiên cứu quốc tế ký (với hơn 30 từ Đức, bao gồm cả Hội nghị các Hiệu trưởng Đức gồm 258 trường đại học và các cơ sở giáo dục đại học khác; Max Planck Society, the Fraunhofer-Gesellschaft, the Helmholtz Association và the Leibniz Association).
Các kho truy cập mở
Nhiều trường đại học và các cơ sở nghiên cứu ở Đức quản lý một kho cơ sở hoặc dựa vào chủ đề, vài trong số đó được các tổ chức cấp trên quản lý tập trung. Ngày nay, có khoảng 200 kho truy cập mở ở Đức: 192 kho OAI theo OpenDOAR, cộng với các kho được DINI liệt kê (xem bên dưới để có thêm thông tin về DINI) và các nhà cung cấp dịch vụ OAI (như BASE OAIster). Đa số các kho của Đức dựa vào phần mềm OPUS, tiếp đến là DSpace, MyCore, FEDORA và Eprints cũng như các lựa chọn phần mềm được phát triển ở địa phương. Nó đã khởi xướng vài dự án để hỗ trợ phát triển kỹ thuật mạng các kho số và tích cực thúc đẩy quy trình chứng thực DINI.
Quy trình chứng thực đó đánh gia và cải thiện chất lượng các dịch vụ xuất bản bằng việc tham chiếu tới các tiêu chuẩn và các chỉ tiêu chất lượng quốc tế. Hệ quả là, quy trình đó cải thiện chất lượng dữ liệu và sự tuân thủ để xúc tác cho các dịch vụ và việc kết nối mạng các kho. Cùng với các chỉ dẫn DARE, chứng thực của DINI đã phục vụ như là cơ sở cho các Chỉ dẫn DRIVER cho các Nhà cung cấp Nội dung (DRIVER Guidelines for Content Providers).
Xuất bản truy cập mở
Theo Thư mục các Tạp chí Truy cập Mở - DOAJ (Directory of Open Access Journals) có 338 tạp chí truy cập mở của Đức. Vài trong số các tạp chí đó được các nền tảng tạp chí OA đặt chỗ, nhưng hầu hết được quản lý riêng bởi các cơ sở nghiên cứu và các xã hội học tập. Các nền tảng quan trọng mà đặt chỗ cho các tạp chí OA gồm: Copernicus Publications, Digital Peer Publishing NRW, German Medical Science, Living Reviews. Một sáng kiến mới trong thế giới xuất bản truy cập mở là Open Access 2020, nó xây dựng theo Tuyên bố Berlin và kêu gọi sự biến đổi phạm vi rộng các tạp chí hàn lâm từ mô hình đăng ký thuê bao sang mô hình truy cập mở. Trách nhiệm đặc biệt theo khía cạnh này là dành cho các thư viện nghiên cứu. Các dự án và các sáng kiến truy cập mở
Cũng có vài dự án trong lĩnh vực truy cập mở. Các dự án trọng tâm là như sau:
  • Nền tảng thông tin open-access.net: Mục tiêu chính của nền tảng open-access.net là cung cấp thông tin chi tiết về truy cập mở cho các học giả và các bên tham gia đóng góp khác. Các kho có chứng thực đó dễ dàng trộn lẫn vào toàn bộ các mạng như hạ tầng kho liên châu Âu DRIVER (Tầm nhìn Hạ tầng các Kho cho Nghiên cứu của châu Âu). Việc kết nối mạng không chỉ thúc đẩy về mặt tổ chức, mà còn cả về các mặt kỹ thuật và hạ tầng.
Các sự kiện truy cập mở
Đức thường xuyên tổ chức các Ngày Truy cập Mở (Open Access Days), trước nhất là hội nghị Truy cập Mở và Khoa học Mở trong lãnh địa nói tiếng Đức. Kể từ lần đầu vào năm 2007, các Ngày Truy cập Mở đã phát triển cả về ảnh hưởng và số lượng người tham gia. Chúng đã diễn ra thường niên vào mùa thu và được các cơ sở khác nhau tổ chức trong các thành phố khác nhau của Đức, Thụy Sỹ và Áo mỗi năm. Khán thính phòng đích của nó gồm các chuyên gia và các nhà bảo vệ Truy cập Mở, các nhà nghiên cứu của tất cả các chuyên ngành, các thủ thư, các đại diện từ lĩnh vực xuất bản cũng như các nhà cấp vốn nghiên cứu và những người ủng hộ.

The National Research Environment

Very few countries offer such a diverse higher education landscape as Germany: Germany currently numbers 347 Higher Education and over 250 public research institutions. Most of the higher education institutions are financed publicly (238), but there is also a large number of private universities which used to play only a subordinate role but gain more and more importance. Currently major changes are taking place in German higher education: The Federal Government and the federal states initiated the Excellence Initiative to promote competition between universities. A large number of new ideas and projects have already been realized as a result of the Excellence Initiative. Moreover, the Federal Ministry of Education and Research (BMBF) released its Open Access Strategy entitled "Open Access in Germany" on September 20th 2016 which contains a clear commitment to the principles of open access and open science.
Important institutions in the German research landscape are also the big research institutions such as the Max Planck Society, the Helmholtz Association, the Fraunhofer Gesellschaft and the Leibniz Association. German research organizations and funders actively support OA projects and initiatives.

Major research funders

The major research funder in Germany is the Deutsche Forschungsgemeinschaft (DFG) which has tied open access into its funding policy: “When entering into publishing contracts scientists participating in DFG-funded projects should, as far as possible, permanently reserve a non-exclusive right of exploitation for electronic publication of their research results for the purpose of open access. Here, discipline specific delay periods of generally six to twelve months can be agreed upon, before which publication of previously published research results in discipline-specific or institutional electronic archives may be prohibited.” Other funders like the Volkswagen Foundation (VolkswagenStiftung) support OA publishing in financial terms (see the overview at open-access.net). Beside nationally funded research European research projects are gaining more and more importance in the last years.

Open Access and Repositories

In the federal environment of Germany, the strong competition among universities and research institutions is stimulating - but also challenging – to the development of Open Access publication strategies and digital repositories. At present, there is no OA mandate (compare ROARMAP), but some OA statements of German universities and research institutions/organizations are in place. The most prominent statement in use is the 2003 “Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities”, signed by approx. 250 international research institutions/organizations (with >30 from Germany, including the German Rectors’ Conference which includes 258 universities and other HE institutions; the Max Planck Society, the Fraunhofer-Gesellschaft, the Helmholtz Association and the Leibniz Association).

Open Access Repositories

Many universities and research institutions in Germany run an institutional or subject-based repository, some of these centrally managed by umbrella organizations. Today, there are about 200 OA repositories in Germany: 192 OAI repositories according to OpenDOAR, plus those listed by DINI (for more information about DINI see below) and OAI service providers (like BASE and OAIster). The majority of German repositories are based on the OPUS software, followed by DSpace, MyCore, FEDORA and Eprints as well as locally developed software options. Over 40 repositories operate on platforms that are centrally managed by country-state library networks in Cologne, Berlin, Jena, Munich, and Constance. The most relevant organization in Germany for supporting a national repository infrastructure is the German Initiative for Network Information (DINI). It has initiated several projects to support the technical development of a network of digital repositories and actively encourages the process of DINI certification. The certification process evaluates and improves the quality of publication services by referring to international standards and quality criteria. In consequence, the process improves data quality and conformity to enable services and the networking of repositories. Together with the DARE guidelines, the DINI certificate served as a basis for the DRIVER Guidelines for Content Providers.

Open Access Publishing

According to the Directory of Open Access Journals (DOAJ) there are 338 German OA journals. Some of these journals are hosted by OA journal platforms, but most are run individually by research institutions and learned societies. Important platforms which host OA Journals are:  Copernicus Publications, Digital Peer Publishing NRW, German Medical Science, Living Reviews. A new intiative in open access publishing world is Open Access 2020 which builds on the Berlin Declaration and calls for the large-scale transition of scholarly journals from a subscription model to an open access model. Special responsibility in this regard is accorded to research libraries. Initial signatories from Germany include the German Research Foundation (DFG), the German Rectors’ Conference (HRK), the German Council of Science and Humanities (WR), the Max Planck Society (MPG), the Fraunhofer Gesellschaft, the Helmholtz Association, the Leibniz Association, the German National Academy of Sciences Leopoldina, and the Alexander von Humboldt Foundation.

Open Access projects and initiatives

There are also several projects in the field of Open Access. The most central ones are the following:
  • Information platform open-access.net: The main aim of the platform open-access.net is to provide detailed information about open access for scholars and other stakeholders. For example, scholars from different disciplines can find information about the OA culture in their respective communities, about OA journals and repositories etc. Moreover, information is presented from different user perspectives: authors, librarians, OA publishers, institutions running OA repositories and so on.
  • Network of certified Open Access repositories and related projects: In order to increase the worldwide perception and effect of the German Research contribution, the project "Network of certified Open Access Repositories” OA-Network seeks to intensify the national networking of repositories. It aims to virtually integrate all document and publication services with a DINI certificate and to increase the number of DINI certified repositories. These certified repositories easily blend in overall networks such as the DRIVER pan-European repository infrastructure (Repositories Infrastructure Vision for European Research). Networking will not only be pushed forward organisationally, but also technically and infrastructurally.

Open Access Events

Germany regularly hosts the Open Access Days, the foremost Open Access and Open Science conference in the German-speaking realm. Since their inception in 2007, the Open Access Days have grown both in impact and participant numbers. They take place annually in the fall and are hosted by a different institution in a different German, Swiss or Austrian city each year. Its target audience includes OA-experts and advocates, researchers of all disciplines, librarians, representatives from publishing as well as research funders and supporters.
