Ủy ban Quốc hội Pháp: khuyến khích thị trường phần mềm nguồn mở châu Âu


France parliamentary committee: 'encourage European open source software market

Châu Âu nên khuyến khích thị trường cho các giải pháp phần mềm tự do (PMTD), sử dụng mua sắm nhà nước và bằng việc làm cho các tiêu chuẩn mở thành bắt buộc, một ủy ban quốc hội Pháp khuyến cáo. Sử dụng PMTD là chiến lược vì nó làm gia tăng an ninh CNTT, giảm sự phụ thuộc kinh tế và đấu tranh với tìm kiếm thuê của các nhà bán hàng phần mềm nguồn đóng. Để tránh sự biến dạng đổi mới, ủy ban cũng khuyến cáo chống lại các bằng sáng chế về phần mềm của châu Âu.
Hôm 09/07, ủy ban này do Thượng nghị sỹ Catherine Morin-Desailly đứng đầu, đã xuất bản báo cáo mới của mình "Nouveau rôle et nouvelle stratégie pour l’Union européenne dans la gouvernance mondiale de l’Internet" (Vai trò mới và chiến lược mới cho Ủy ban châu Âu trong điều hành Internet toàn cầu). Ủy ban nhấn mạnh rằng châu Âu nên gia tăng ảnh hưởng của mình trong điều hành Internet toàn cầu.
Giám sát ồ ạt
Báo cáo thể hiện các mối lo ngại về giám sát ồ ạt, thấy cách mà những thay đổi trong công nghệ và thái độ chuyển Internet thành một công cụ giám sát khổng lồ. “Việc tạo thuận lợi cho lưu trữ và xử lý, dữ liệu lớn đã dẫn tới một sự thu thập cấp số mũ các dữ liệu cá nhân, được sử dụng cả bởi những người khổng lồ của mạng và các dịch vụ tình báo, như lượng lớn được Snowden tiết lộ. Tầm quan trọng của kinh tế
Các trang 267-272 trong báo cáo 398 trang tập trung vào vai trò của PMTDNM. Ủy ban kết luận rằng Pháp có các tài nguyên và sự tinh thông đáng kể trong lĩnh vực PMTD. “(Đất nước) bây giờ cần thúc đẩy mạnh mẽ hơn để duy trì và tăng cường tài sản kinh tế này”. Europe should encourage the market for free source software solutions, using public procurement and by making open standards mandatory, recommends a French parliamentary committee. Using free software is strategic as it increases IT security, reduces economic dependencies and fights rent-seeking by closed source software vendors. To avoid straining innovation, the committee also advises against European patents on software.
On 9 July the committee, headed by Senator Catherine Morin-Desailly, published its final report, "Nouveau rôle et nouvelle stratégie pour l’Union européenne dans la gouvernance mondiale de l’Internet" (New role and new strategy for the European Union in the global governance of the Internet). The committee stresses that Europe should increase its influence in the governance of the Internet.
Mass surveillance
The report expresses concerns over mass surveillance, seeing how changes in technology and attitudes transformed the Internet into a gigantic monitoring tool. "Facilitating storage and processing, big data has led to an exponential collection of personal data, used both by the giants of the net and the intelligence services, as amply revealed by Snowden. The default system became widespread data collection." "Internet governance has become a geopolitical issue. It is a new global battleground", Euractiv quotes senator Catherine Morin-Desailly as saying.
Economic importance
Pages 267-272 of the 398 page report focus on the role of free and open source software. The committee concludes that France has significant resources and expertise in the field of free software. "(The country) now needs to push harder to maintain and strengthen this economic asset." The committee calls for the promotion of free and open source software, and policies that boost free and open source ICT skills, including within education.
France's National Council of Free Software (CNLL) welcomed the report's many arguments in favour of free software, including economic savings and increased competition, innovation and IT security. "These concrete recommendations echo and reinforce our own open source policy proposal, which we published in 2012."
The free software advocacy group April approves the report's call for a ban on software patents and its appeal to public administration to seriously consider switching to free software. "The committee clearly understands the importance of free software solutions", says Jeanne Tadeusz, April's public affairs officer.
