Public administrations should actively participate in communities
France’s public administrations are encouraged to increase their use of free software, announces DISIC, the inter-ministerial Directorate for IT. Public administrations should become active participants in free software development communities, for example by allowing their software engineers to work on free software.
In May, DISIC (Direction Interministérielle des Systèmes d'Information et de Communication) announced that it will reinvigorate its free software strategy in public letters published by Silicon and CIO, two French IT news sites. In his letter, the director of DISIC Jacques Marzin proposes the creation of a national coordination team from across government departments.
Marzin also indicates that DISIC plans to extend the French government’s policy on free software (the so-called circular Ayrault), adding economic and technological criteria, and national sovereignty. He lists as examples the analysis of the full cost of deployed software, performance and security. He also wants to take into account obsolescence and sustainability of technology.
Rational
It is time to form a real community to tend to the use of free software in public administrations, Marzin told IT trade publication Next Inpact, adding that DISIC’s plan is supported by its ministers.
The announcement comes two months after the publication of the 2015 edition of the Socle Interministériel de Logiciels Libres (SILL, the inter-ministerial free software base). This is a reference guide and DVD distribution of free and open source software solutions that are certified for use by France’s ministries and other public administrations. According to Marzin, “SILL eases government IT services and contributes to a better ICT rationalization of the State.”
