On 17 December 2010, the spokeswoman of the Government of the Basque Country and Councillor for Justice and Public Administration of the autonomous community, Ms. Idoia Mendia, announced that the regional government intends to share with the other public authorities of the Basque Country the positive results it reached in the field of free software.

The regional government reached such results during the implementation of the Public Innovation Plan (Plan de Innovación Pública - PIP, in Spanish).

Ms. Mendia participated in the city of Bilbao in a conference entitled 'Open Government: free, share, collaborate' ('Gobierno abierto: libera, comparte, colabora', in Spanish) on 17 December 2010. On this occasion she announced the lines of the strategy that the regional government of the Basque Country will follow in the field of free software.

The councillor explained that the strategy of the Basque Country - which is one of the employers of CENATIC, Spain's national competence centre on open source - has three axes:

• Axis 1 presents the initiative;

• Axis 2 sets a agenda that will include projects such as Irekia, the open government portal of the Basque Government or Euskadi.net, the portal of the public administrations of the Basque Country;

• Axis 3 consists of the creation of an 'active community' around the project, "so that the different software providers can cooperate, collaborate and compete in a more rational and beneficial way for the Basque society."

Ms. Mendia said that in the field of free software, her Government "seeks to contribute and share results" with their environment, "starting with the rest of the Basque administrations, in particular for developments that may be in the public interest."
