Ban lãnh đạo của Liên minh châu Âu về công nghệ thông tin (của Digit) tháng trước đã xuất bản một cập nhật cho công cụ của nó là Open e-Prior. Phần mềm này quản lý sự trao đổi với các nhà cung cấp thông tin về mua sắm và báo giá.

Công cụ này được phát triển bởi Digit, đi theo dự án Mua sắm Trực tuyến Liên châu Âu (Poppol). Dự án này có nghĩa để làm cho dễ dàng hơn cho các chính phủ về trao đổi thông tin bằng điện tử với các nhà cung cấp.

Quy trình nghiệp vụ

The European Union's Directorate-General for Informatics (Digit) last month published an update to its Open e-Prior tool. The software manages the exchange with suppliers of information on procurement and invoices.

The tool is developed by Digit, following the Pan European Procurement Online (Peppol) project. The project is meant to make it easier for governments to electronically exchange information with their suppliers.

In the new version, the developers added three business functionalities including the option to send queries to the application. They next made it possible to electronically submit credit notes, next to submitting invoices.

The third addition is the possibility to track submitted invoices.

Business process

All of Open e-Priors functionalities are based on business process standards developed by the European Committee for Standardization (CEN). Open e-PRIOR is the first electronic procurement implementation based on CEN's business models.

Open e-Prior now includes a Peppol access point. It also ships with a test client in order to try-out the exchange of such documents.

The Digit team also added documentation, including an overview of the Open e-Prior architecture and a manual to configure and test the new Peppol access point. They also updated the Open e-Prior guides on Getting Started and on Installation.

The 0.3 version of Open e-Prior was published on 30 April 2010, on the OSOR Forge, the open source software development platform of the Commission.

In a statement announcing the new version, the Open e-PRIOR team explains that the new business functions are the result of feedback received on its first version. The developers add they hope that the Peppol access point will be used by governments to participate in the Peppol pilot that will start this month.
