The public sector can use open source business process management (BPM) tools such as the Bflow Toolbox, says Beate van Kempen, IT manager at the city of Düsseldorf.

Van Kempen says she and her colleagues at the IT department are always looking for ways to improve their IT approach. This is why they decided to try out the open source BPM tool Bflow Toolbox. "This application is ready for use by the public sector", they concluded.

Van Kempen presented on the city administration's use of the BPM tool to design it's service oriented architecture, at the Linuxtag conference, in Berlin on 24 June.

The IT department uses the Bflow Toolbox to design business processes and manage versions and updates of these designs. Düsseldorf tested the usability of several of these processes and also wanted to know how good the models are that the software creates. "The description delivered the high quality that we had anticipated, both semantically and syntactically."

The tool can be used to model all sorts of administrative business processes, Van Kempen says. "And it's use is pretty intuitive. The tools will assist those unfamiliar with process designs by giving hints and by pointing out errors."

The IT department also likes that the software is embedded in the open source development framework Eclipse. "It supports developers that use Eclipse's modelling framework or other sets of the Unified Modeling Language."

The tool's web site also shares code submitted by other process designers. "Developers can find code describing processes or parts of processes and reuse that."

The Bflow Toolbox is developed in part by the Institute for Applied Informatics at the University of Leipzig in Germany.
